“FedNow”, “Fedwire”, and accompanying automated messaging frameworks are registered service marks owned and operated by the Federal Reserve Banks. XVILAN operates independently as a middleware system architecture and is not an agency of the United States Federal Government.
III. Statutory Regulation J Disclosures
All financial messages generated through Phase II liquidity drawdowns match strict Federal Reserve Regulation J (12 C.F.R. Part 210, Subpart C) and UCC Article 4A statutory boundaries. Real-time transactions routing through the liquidity rails are final, individual, and completely irrevocable once registered.

XVILAN is a secure financial technology software provider operating within hardware-isolated OCI Confidential Enclaves. XVILAN is not a depository banking institution. Liquidity reserve funds are processed and held securely through partner financial networks and account holders.

All payments for XVILAN infrastructure are processed via Stripe, Inc. enterprise rails and billed per message processed in OCI Confidential Computing enclaves. XVILAN is a financial technology software provider — not a bank, and it does not accept deposits or hold client funds. Settlement is executed through partner financial networks per the executed MSA, Terms of Service, and Terms of Settlement. Fees are binding upon order confirmation; all transactions are final and irrevocable once registered per Regulation J and UCC Article 4A. See our policies below.
